It was one of the more dramatic moments of the past year’s growing battle over gas pipelines in Pennsylvania: The day Elise Gerhart climbed a tree on her family’s property to protest the clearing of a right-a-way for a new natural gas pipeline. It was also a moment that embodied one of the key issues in the region’s ongoing debate over fracking—namely, to what degree gas development by private companies can be considered a public good.
